Heiko Dieter Lucks was born on 18 October 1972 in Walvisbay, Namibia. In 1975 his parents moved to Windhoek, where he grew up and attended school. Heiko attended the "Deutsche Schule Windhoek" primary school from 1979 to 1984. He matriculated from the "Deutsche Oberschule Windhoek" in 1990.

After finishing his secondary school education in Windhoek, he studied towards a degree in Mechanical Engineering at the University of Stellenbosch in South Africa. In 1996 Heiko graduated and received his B.Eng (Mech) degree.
In 1997 Heiko Lucks started his work career as an Engineer at the Namibia Water Corporation. He worked there for four years until the end of 2000, holding different positions as Design and Construction Engineer, Head of the Plant & Fleet Division and Planning Engineer. In 2001 Heiko joined Shell Namibia Ltd as a Lubricants Technical Advisor. Shell Oil Products Africa (SOPAF) offered him a position as Fuels Product Manager for North, West and East Africa in 2005 and with his family he moved to Nairobi, Kenya.
Through extensive travel throughout Africa, Heiko witnessed how extreme poverty influences the weak in society, the elderly and children the most. What did impress him from other African nations, Kenyans in particular, was the political involvement of all people. Kenyans voice their opinions and regularly hold demonstrations to place focus on their viewpoints. Even minority groups are actively involved and do not leave their future up to chance and the mercy of majority groups.
Back in Namibia, Heiko was led by his faith in God to enter into politics to be placed in a position where he can contribute to positive changes in this nation. He aspires to help this nation to eradicate poverty through the proper use of resources which means addressing corruption and mismanagement of state resources. Heiko believes Namibia has the potential to be an African example of development of all people and high standards of living. As a devoted Christian, he believes that a Godly moral standard is the only way to ensure unselfish political leadership which will result in the empowerment and the uplifting of the nation.
Heiko furthermore believes in the integration and co-operation of different systems governing society. Through his involvement in church leadership and specifically leading a business ministry as well as his involvement in business as a business owner, he aspires to see how politics, business and the church can work together for a common goal.
Heiko is married to Andriëtte and they have three children: Anko, Klara and Hannah.
